Brenda was a founding member of CUB and was a union activist for 16 years before her election as President in October 2004. She was also an elected trustee of the Baltimore Employees Retirement system.

Brenda Clayburn, President of the City Union of Baltimore (CUB) and a member of the AFT Public Employees Program and Policy Council died on January, 27, 2013. She was 63 years old.
President Clayburn was one of the original chartered members of the City Union of Baltimore (CUB), Local 800, AFT, AFL-CIO, the primary bargaining union for Baltimore City and Baltimore City Public School System employees. The City Union of Baltimore was chartered on July 1, 1988. Clayburn worked for the Baltimore City Police Department for 28 years as an Office Supervisor before receiving an external assignment to CUB in 1998. She joined CUB as a Labor Relations Specialist after having been a union activist for 16 years. In 2004, she resigned her position as Labor Relations Specialist to run for CUB President. She was elected and remained president until her passing.
Clayburn was a member of the AFL-CIO Community Service board, a member of the AFT Public Employees Program and Policy Council, a member of the Executive Board of the American Federation of Teachers-Maryland, a member of the Executive Board of the Metropolitan Baltimore Council – AFL-CIO Unions, a trustee of the Baltimore City Employees Retirement System, and a member of various civic and community organizations.
