Smith said she wanted to help the workers who make our city work. She noted: who better to be residents in our city than those who work for the city. She also made a point to note any revitalization and efforts at expanding our population must also consider retention. Del. Smith pointed out that a number of those low wage workers who would be affected may already live in the city and that it would be wise for the city to convert those renters to owners as we increase population and expand home ownership.
