Speaker Joseline Peña-Melnyk

Maryland’s legislative future is being redefined as Speaker Joseline Peña-Melnyk assumes her role as leader of the House of Representatives, bringing a career’s worth of progressive momentum. Representing District 21 (Prince George’s and Anne Arundel Counties), her elevation to the speakership represents more than a leadership change -- it is a mandate for the progressive values that have defined her career including her commitment to organized labor and working families.

Speaker Peña-Melnyk’s support for working people is rooted in her personal history. An immigrant from the Dominican Republic, she was raised in New York City by a single mother who worked grueling hours in the garment industry. Those early experiences forged a lifelong dedication to protect the vulnerable and ensure that hard work is met with dignity and fair compensation.

Since joining the General Assembly in 2007 and previously serving as Chair of the Health and Government Operations Committee, Speaker Peña-Melnyk has championed landmark legislation:

  • To raise the state minimum wage.
  • To protect against mortgage fraud and expanded safeguards for family financial stability.
  • To establish apprenticeship programs that create career pathways in high schools and community colleges.
  • The Shirley Nathan-Pulliam Health Equity Act (2021) to dismantle systemic disparities in healthcare.
  • Pioneered the nation’s first Prescription Drug Affordability Board to lower the cost of life-saving medications for working families.

With Speaker Peña-Melnyk at the helm, progressive values, organized labor and working families will have a seat at the table. Her legislative expertise and progressive vision ensure that the House of Delegates will focus on the core priorities of the state’s working class.
